Not everyone wants muktitasking and a wallpaper. Sometimes you would want a quick toggle to turn multitasking/wallpaper on/off instead of having to run redsn0w. There are two easy ways to do this. I personally recommend the first way since it is much easier.
1: Ztoggle

ztoggle is a cydia app where you can toggle your multitask and wallpaper by only touching on or off and the rest is done for you.

2: iFile: This is the manual way. Navigate to the directory /System/Library/coreservices/Springboard.app/N82AP.plist

Now choose 'Property list viewer'
Then choose 'capabilities'
Toggle the multitasking and homescreen wallpaper on/off.*
*If you can't find the 'homescreen-wallpaper' or the 'multitasking' then you will need to manually add them. To do this you need to click on the '+' icon.
Now click on 'Type' and choose 'Boolean'
Next you will need to type in the code you want to add. For multitasking you will need to type in 'multitasking' and for wallpaper you will need to type in 'homescreen-wallpaper'.
